There is an income range that limits who can qualify for PEP, but most homeschoolers will be within that range. Anyone with an income of less than 400% of poverty level can qualify, and those below 185% of poverty level get priority. If you want priority, you will need to provide your tax returns or other proof of income to Step Up to prove that you are below 185% of poverty level.
