There are not income restrictions to apply, however, according to statute (see lines 276-282 of the HB1 Enacted document on our Helpful Docs page), income is a factor in the priority given to applicants. Lines 276-282 state:
Priority must be given in the following order:
a. A student whose household income level does not exceed 185 percent of the federal poverty level or who is in foster care or out-of-home care.
b. A student whose household income level exceeds 185 percent of the federal poverty level, but does not exceed 400 percent of the federal poverty level.

Step Up's document 1070NP - Non Income Priority displays "Annual Maximum Gross Income Cap". Does anyone know whether this is IRS Form 1040, line 11 (adjusted gross income) or Line 15 (taxable income) which is usually significantly less.
