The answer is most likely yes, IF those classes are taught by a certified teacher, are part of a service provided by a qualified Choice Navigator, or are classes offered through a qualified "home education instructional program."
What constitutes a "home education instructional program" is specified on page 9 of the FTC FES-EO Purchasing Guide 2023-24 from Step Up for Students (available under the Helpful Documents on our site).

The following considerations apply when determining whether a program is an eligible home education instructional program tuition & fee expense.
Eligible programs must:
Be a program selected by the parent as a part of their PEP student’s parent-directed instruction. (Programs may not be full-time or full-time equivalent). Private schools, virtual schools, and public or charter schools are not considered home education program.
Provide courses and/or activities for PEP students that enhance or enrich the child’s learning opportunities.
Have publicly available/reviewable program descriptions of courses and/or activities. • Have a published tuition & fee schedule.
Be in a non-residential physical location (cannot be in a home) and
Be a business organization (tuition and fees may not be payable to an individual).
If you have questions about whether a particular class would be covered, you can reach out to Step Up For Students or A.A.A. Scholarship Foundation- FL, LLC (whichever Scholarship Funding Organization you've chosen to apply through) and ask them directly.
Wouldn't those qualify as electives, which are listed on p. 4&5? After the list of lessons, etc., the wording is this: "Eligible providers for enrichment or elective subjects should have one of the following..." The word "should" there instead of "must" caught my eye and communicated less requirements in who is giving these lessons for electives-- compared to the requirements of the home education instructional program on p. 9 that you referred to. Am I reading that incorrectly?
