"c. Instructional materials, including digital materials and Internet resources."

The above line lists Instructional Materials. The Purchasing Guide categorizes equipment as Instructional Materials. The language change that was proposed was not going to change this categorization. It was going to limit the equipment as instructional materials to the 4 core subjects, which would sweepingly exclude all electives equipment.
The language was going to be prohibitive toward equipment in any electives. It was a sweeping statement that Equipment as Instructional Materials was only for the 4 core subjects. That's the language that will be stricken, which will open the possibility of equipment for electives back up and preserve the current status of the statutes and allow the purchasing guide to do what it was designated to do.
The current statutes will then continue to guide the purchasing process.

The SFO's obligation to the state is that they verify that the funds are used for those purposes outlined. It was about to add a sweeping prohibition for electives equipment, and now it will not.
